At midnight ET, on Tuesday the first real chapter in MLB salary arbitration turned a page as it was the final day that clubs could offer salary arbitration to free agent players. On Dec. 1 – one week from today – players that have been offered salary arbitration must notify the clubs whether they wish to accept, or decline and opt for free agency.

This year there 71 free agents that were part of the offer/decline salary arbitration by 23 clubs. Only the Marlins, Astros, Royals, Athletics, Pirates, Mariners, and Cardinals did not have free agent players.

Of those 71 players, 34 were offered salary arbitration, while clubs declined salary arb to 37 thus making them open to free agency immediately. Under the terms of the collective bargaining agreement, clubs retain the right to negotiate and/or enter into a contract agreement with any of their free agents, regardless of whether arbitration was offered. There are no deadlines for such negotiations and/or agreements.

Below is a breakdown of all free agent players offered salary arbitration broken down by Type A or Type B, the position they play, their MLS as of 2011, and their 2010 salary:

Type A Players: A Type A Player shall be a Player who ranks in the upper twenty percent (20%) of his respective position group.

Type B Players: AType B Player shall be a Player who ranks in the upper forty percent (40%) but not in the upper twenty percent (20%) of his respective position group.

The 2010 free agency class saw just three players accept salary arbitration (Rafael Soriano of the Braves, Rafael Betancourt the Rockies, and Carl Pavano of the Twins) while there were just two in the 2009 class (Darren Oliver, then with the Angels and David Weathers then with the Reds).

Unlike the larger set of salary arbitration eligible players where the majority of them have between 3-6 years of Major League Service Time (MLS), where a club may submit a salary figure for salary arbitration that is at least 80% of the player’s previous year’s salary earned performance bonuses (and at least 70% of his salary and earned performance bonuses two years previous), free agents are exempt from the rule.
